What is the cheapest way to supply an office with drinking water?

The office is in Seattle, WA. I would just like to know the cheapest way possible to provide drinking water to employees….

Get a rubber hose, attach it to the sinks in the toilets and then run the hose through into the center of the office. have a bucket underneath this hose to catch any excess water and provide plastic cups (tell the employees that they must reuse them). Would probably cost about $15 at the most and lasts forever.
